The android app ‘’ Stay focused‘’ has this feature; it is called ‘‘Goal-based’’ and as I know there is no self-control software in windows that provides this feature.
So basically It is a feature to force people to spend specific time on a particular site.
For example :
Block facebook.com unless you spent 1 hour on sololearn.com.
Or
Block everything (except the site: b.com) unless you spent 30 minutes on b.com.

So it can be used in 2 ways :
1- Work on the internet.
2- Work without internet.
For example, I want to do a full-body workout for 20 minutes.
-Pick a useless site (c.com ).
Block everything (except the site: c.com) unless you spent 20 minutes on c.com.

Other notes:
1-If you have multiple ‘‘unless rules’’, they shouldn’t work at the same time but in order.
For example :
First, I add the rule( Block everything (except the site: a.com) unless you spent 50 minutes on a.com).
Then, I add the rule( Block everything (except the site: b.com) unless you spent 20 minutes on b.com).
So the second rule mustn’t count time in b.com unless I finished the first rule.

I agreed, this would be a great feature to have.
Oh!! boy this would be some feature. A complete stand out and would really increase the productivity. As they say, reward yourself for being productive.
This feature is requested so many times but developer are lazy to implement this till now. This is unfortunate.
